You have to separately qualify a voter for a local, for a county, for a state, and for a federal election. There are primaries before a General election, and there are runoffs.

The cutoff date to be registered for the primary, for early voting, and for Election Day in-person voting vary. If a voter votes for one but not any of the local or county or state elections, it has to be flagged to verify, or reject the vote.

Too complicated to do 51 different ways. But it should be transparent to the voters to verify the outcome(s), and have it verified by the S of S and have a stated definition of a valid appeal. A vote within .5% or within .25% are possible standards.
