I can't think of a country, but I can think of a State - Alaska. The Feds overruled on some issues, giving racial preference rather than location preference, but the State can't do that due to the State Constitution. So to try to get the two sets of game laws on an equal footing, Alaska has rural and urban definitions for some of the fish and game regulations. There are lines drawn and defined. If there is no game available under state law, like for hunting seals, then the Federal racial restriction/availability comes into play.

The weird thing though is that the Permanent Fund is distributed to all citizens of Alaska equally and you don't have to be a citizen of the US. Dilutes the common definition of citizen, but it was run through the courts because the original state law meant to give preference to longer term residents. That got nixed due to the State Constitution. Everyone has to be treated the same, regardless of age and longer residency.

If the states got to make the rules, maybe it would be okay to draw lines. I now have an issue with a new thing that creeped into our voting. "Ranked Choice Voting". I think it is a sneaky way to steer everyone into a captured UniParty. I'm not convinced that it was not fraudulently installed by the same election fraud as what installed our fearless leader, Brandon.
