Hope it's a bluff. A little early for Maurice's bear trap. Probably stalling so they can find more ways to profit from graft. Big build up, lots of bluff, then we get the shaft when the puppeteers figure out how to reap all the rewards. Also works to distract from a lot of domestic (but world-shared) issues.
