They don't have to impeach him. Pelosi opened the door to creating a 25th Amendment mechanism for the House to bootstrap sidelining a President under the Amendment.

The bill died in Congress last year. But the Amendment states as follows:

Section 4: Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President.

"Such other body as Congress may by law provide" is the part here. Congress can designate a commission to raise the 25th Amendment issue, communicate to the Speaker of the House and President Pro Tem of the Senate, and instantly sideline the President until such time as he can provide evidence of competence under the 25th Amendment. They could at least force credible medical examination of Biden's mental capacity.

It means that Kamala would be President, which is not much better. And it is a terrible device for Congress to have its hands on.
