Interesting post John the only point I would quibble with is your comment "How can you have a mine if there is a lake to drain." Thats simple it is often cheaper to drain a lake then remove overburden of same depth. In Precambrian shield country there are lots of lakes, thousands and thousands of them from ponds you can throw a stone across on up to some big mothers. So it all depends on which lake your deposit happens to sit under. Diamet has already drained several Lakes, Diavik plans to dam off the pipes they have, pump the water out and open pit them. In Canadian mining history lots have lakes have been drained, dammed or altered.
In Canada if you were to do a list of all the mines which are in part under lakes it would be a very long list indeed, more to the point most mines including open pits go below the water table thus have to be pumped and when the pumping stops they flood which is why most old pits and abandoned mines are flooded. The same would be true for possible mines in Alberta.
If companies can mine coal miles out under the ocean, companies are mining gold out under countless lakes, etc the lake part of your post is a bit of a red herring.
Find the deposit then lake or no lake you work out the economics of it. Sometimes lakes are drained, sometimes dammed, other times deposits are capped and mined underground under lake.
