CAP,

Bell Atlantic does not need CVUS or anyone else to connect to long distance networks in New York. Bell Atlantic already has the local network needed to access long-distance pipes. That is why the FCC prohibited the BOCs from bidding in the auction. The only reason the BOCs would bid for LMDS within their local service area is to eliminate a primary competitive local network from getting off the ground. CVUS is valuable not to Bell Atlantic (except for anticompetitive purposes), but to the long-distance carriers (and out-of-region BOCs) who do not already have a local network in New York.

The bundling/interconnection agreement between Bell Atlantic and CVUS is important for CVUS because it allows them to offer services to a wider variety of customers than those who have the CVUS dish.

P.S. It would be nice if Gabelli bought a few shares of CVUS for his mutual funds.
