Gimme a break. He could easily afford it and there was time pressure. Under those conditions, you don't form a %^&#! committee. You just get it done.

You are assuming ethical problems because it fits your narrative. You jump at things like "he spent 4-5 as much per Democrat voter as he did for Republican voters" where there are lots of factors that could reasonably explain what looks odd on the surface. In fact, I think I saw that either refuted or explained somewhere. You have to investigate stuff like this, not just jump to conclusions if you want to get it right. But you don't want to get it right. You just want to bang your fist on the table for your narrative.

It's not. There is no lane for grants to the government for such things. This is my bailiwick--things work so much better when everyone stays in his lane. But that doesn't mean that there was anything unethical about what already transpired. Since there is not lane for it, you can either ban it or create a lane and regulate it. Either one works. Or you can recognize it for the covid anomaly that it was, unlikely to appear again, and write it off to that.
