Taiwan started from scratch in the early 1990s. They spent a lot of time and money trying figure out what health care system would be best. It is an amazing story, really. There are a number of good articles on that search. Here is just one of them that I found quickly. I read another one years ago that was really amazing, it went into depth about how the government sent people out to many different countries to see how different health care systems worked. Maybe I'll look for it over the weekend if I think about it.
