The wrongdoing on CP’s part is the supervisor telling originating crew to apply brake retainers on their

train stopped on over 2% grade with virtually no air on it. This procedure to hold a train in place has never

been in the rules and never will be. Applying handbrakes was the ONLY solution.

New hand brake rule 66 that came out as a result of this tragedy proves this.
