It certainly would contribute to the general wellbeing as much as the Post Office, public libraries and public schools.

There is a huge conceptual chasm between public facilities for patrons to use and paying on demand for the goods and services of individual citizens. I don't see anyone who drew up the US Constitution conceiving of the federal role in said well being going beyond public health infrastructure, if that. They left most authorities to the States.
