When SI got attacked by a hacker a few weeks ago, our ISP installed filters that prevent the proper completion of traceroutes. It doesn't affect the delivery of web pages, but it makes the traceroute results appear as if packets are getting lost when they aren't.

Oh no, now someone is going to ask, "what is a traceroute"? Hopefully someone else will be able to explain it :)
