They didn't have pill mills in the 60's, 70's, and 80's. I personally knew a shady doctor that opened about seven "pain" clinics that were basically pill mills to push opiods. Heck, even advertising drugs was illegal until the late 80's, if memory serves.

After the Sacklers loosened things up, these clinics sprouted up everywhere like mushrooms.

The person I knew was eventually shut down and convicted, but the way he wrecked thousands of lives and killed off dozens is something that will remain.
