I have. You are told up front that if you personally have information about a felony that you have a DUTY to bring it up to the jury and investigate it. You are also told that the jury can subpoena witnesses and documents. The jury has to come to a conclusion before an indictment - it's not unanimous, but the jurors generally want to be assured that they won't be putting anyone in front of a trial who doesn't deserve serious questioning and "punishment by process". They have been subjected to rather harsh and intensive punishment by process themselves - grand jury duty lasts for a long time. Now that they've gotten through the fine details of DDOS and legal billings, the path to the truth is getting a lot easier. It looks to me like a very strategic foundation.
