That’s exactly what seems to be happening. Also, it’s a process in which time is a big factor. Things take time to sink in. The Russians kept about the same number of troops near Ukraine's border for a long time - but only in recent days, maybe weeks, NATO and other leaders recognized that something serious is taking place. By now, Joe Biden seems obsessed with this issue. By now, actually, if there is no invasion, Joe would look silly with his daily predictions.

I don’t remember the details, but something somewhat similar happened during the NATO bombings of Serbia. That bombing happened against the strongest objections from Russia. No one gave a hoot about the fact that Russia participated in a number of wars (against Turkey, WWI) with the goal of helping their brothers the Serbs. Anyway, one early morning the NATO liberators discovered that there was a contingent of Russian troops, with tanks and all, occupying an airport in Kosovo. Some generals insisted that NATO should attack and teach them a lesson. Others answered, basically, that they’re not starting WWIII only because some of their esteemed colleagues are batsh*t crazy. Yeltsin response was… that he had no idea what happened, and that he never issued that order.

The bombing of Serbia was - IMO - the beginning of the end of the new proximity between Russia and the West.
