The comma inside the closing quote is typical for American English, but not necessarily elsewhere

First, remember that in American English there are two uses for double quotes: 1. In dialog; 2. When quoting another source. In American English, you put the comma inside the closing double quote, regardless.

That isn't necessarily true in British English: Grammar and Style in British English

For what little it is surely worth, I am a published novelist, and I am American.

I also just looked up a few stories at The Times of London, which use American-style rules.

In any case, I use whatever makes the most sense to me, and have had no complaints. I don't tend to think of writing as black and white. Once you understand the rules and have demonstrated some facility, you have leeway to scribble strategically outside the lines, if it makes sense to do so.
