Yes an excellent chess move by Putan. He wanted a 'buffer' zone between NATO Countries/State and Russia. He also made out from higher oil prices to pay for the troops maneuvered to get the NATO leaders to the table.

If Putin had proposed such a solution first, it would never had been done.
