It was a matter of public record - BUT, no one paid attention. The world press was all over the conflict, but no one paid attention to this important new bill. Also - the fact that they evacuated hundreds of thousands of Russians out of Eastern Ukraine who were holders of Russian passports. I was wondering about this, but never made the connection.
