Yes BC, I read that part, but I don't agree with the author's view:
That may sound like a great goal, but here is how they will achieve it. Instead of focusing on ways to better serve the owner-occupant segment, they instead will penalize everyone else!
Why should Fannie and Freddie focus on ways to better serve the owner-occupant segment when that segment is already well-served?

It's the market for secondary residences that is being supported (arguably even subsidized) by Fannie and Freddie. That in turn makes it easier for buyers to own second homes, which then distorts the market in the seller's favor.

I don't see how that subsidy can be unwound without penalizing the buyers. Government should not be in the business of helping people buy second homes. (It's even arguable that government should not be in the business of helping people buy primary residences, either, but whatever. Owning a home is still the "American Dream (tm).")
