The irony is that if he had used to wealth that oil and other natural resources have given Russia to actually build a diversified economy that would enable a large middle class, he would have left a legacy as maybe the greatest Russian leader. He squandered his opportunity.

I've read that he wants a historical legacy of being one of the 'Great Russian Leaders', like Czar Nicholas II or Stalin.
