I tried to get to the root of the Russian NATO dispute. All I could find was that Secretary of State James Baker supposedly verbally promised Gorbachev that NATO would not expand 1cm east. However, Gorbachev later retracted that statement.

President Clinton had something called PfP (hey- sounds familiar). Even Yeltsin was in favor of Russia joining - the Partnership for Peace.

This was something proposed in 1995 to water down a newly liberated Polish interest in joining NATO. Vaclav Havel was less than enthused about it, but agreed to embrace it after Clinton announced that it was a step on the way to full NATO membership. nato.int

So if you combine Yeltsin's expression of interest in PfP with Clinton's promise to use PfP as a step to joining NATO, you wind up with Russia having once expressed an interest in joining NATO!!!
