Yes, that used to be an old Soviet doctrine. Have no idea whether it continues to be Russia’s. But, it appears they have a large number of the so called “tactical” - small - nukes. That’s what worries me - if they start losing this war, they may use them. That would be extremely dangerous - could escalate very fast.

Even if it doesn’t escalate… nukes have not been used since Nagasaki. There is a certain psychological taboo against using them, which would be broken. Could make it easier to do it again.
