I think part of the culture you see there may be similar to what is seen in Cuba - for years, shortages and poverty made them extremely good at repairing precious things. When small businesses were allowed to open, people leapt at the opportunity to make money for themselves.

Most of the Middle East still prefers to import things rather than make them. I'm not sure about Turkey, however. They're not really Middle East anyway.

Populations who have historically been merchants for thousands of years tend to continue to be merchants. That includes the entire Mediterranean/Adriatic Sea areas.
