Fidelity has a reputation for coming and going very "quietly" in small-caps. That is, they buy and sell in quantities that don't dramatically change the market dynamic. Right now, TAVA is remarkable for the funds that are not yet showing up as holders of the stock. I suspect funds are waiting for evidence that the private placement stage of TAVA's development is finished, and that they can take positions without the fear of further dilution. If the coming earnings release convinces funds that TAVA will fund future growth from operations, and if TAVA indicates that it will initiate a sound PR strategy, we should see a great deal of fund buying in the coming months.
