A professional crime fighter does not "guess" at answers to such questions. No, he does DD and comes up with whatever answer it leads to. Thus, to answer your question, we would not guess at the number of flies around a dead horse or a scam company, but would actually go out and count them. A scam company would normally have 20 million shares or more outstanding by the time it was incinerated (although Tom Waite at HVSF is trying a unique stunt by doing it with just a couple million). As for a dead horse, I have never counted the number of flies, but I would have to say that there could be thousands, perhaps tens of thousands. But it couldn't be 20 million. The surface area of a horse can only accommodate a finite number of flies, and would not be in the millions. Therefore, a scam company attracts more flies. Riddle solved.
