as the body shops fill up more and more companies will be forced to do it in-house and the need and prices charged for tools will soar.

I agree totally.

What I've seen happen is that initially the companies with potential Y2K problems initially believe they can "simply" bring in the contractors to do this dirty, unwanted task.

So the early comers will have the pick of the service providers who will soon be at capacity, thereby leaving the companies forced to do the work in house... and that's when the tool vendors get the play.
