I think an important part of any "off-ramp" offered to Putin has to include the disarmament of Russia.

Putin can't be allowed to continue to create an ongoing refugee stream he began in Syria and continues in Ukraine and Russia, hoping to destabilize the civilized world under nuclear threat.

I know Putin appears fairly civilized, almost European, with tailored clothes and yacht, but he's still a vicious gangster chimpanzee.
