My sense is Russia doesn’t want to settle until Kyiv and the present government is toppled at a minimum.

The noise about the UN, Crimea and the Eastern areas are just fodder to topple the government and put in a puppet of Putin’s. He doesn’t need to conquer all areas of Ukraine to control Ukraine via fiat.

I also think he wants Odessa to control access to shipping. So, topple the government and probably Odessa will end things.

Maybe another three weeks.
