I think the entering argument is in error... in ever considering team Biden as likely competent enough to ever enable any of that production... even if "a deal" were doable ? There's a reason that it was Russians who have been trying to do that work in Venezuela ? I don't see Biden et al as being any more competent than Maduro et al ?

It is the constant conundrum of bad leadership... that bad leaders are incompetent... and thus depend on others competency to get anything done... but competent people don't work for incompetent leaders... and, as they threaten incompetent leaders by being competent... they are forced out when found...

But, the Joe Biden's and John Kerry's of the world... assume it is "going through the motions" that makes things happen... expecting "trying" is as good as and the same thing as succeeding...

So, even if they did make a deal... and got to work... it would take them 10 years to make anything happen... while costing them far more than it was worth to "succeed"... as team Russia/China have by now discovered in trying to "get Venezuelan oil on the cheap"... not that there are not competent Venezuelans who could make it happen... only that the politics prevents that happening...

The Iranians are similarly hobbled... but still competent enough to deliver...except...
