With China, from what I read, there were other aspects. Historically, they were buying chips from the US. The price was right, and it wasn’t economically beneficial for them to develop certain advanced technologies. Once the access was closed, they made it a priority to develop further their own chip industry. So, at some point, prior customers will come back as competitors.

Tariffs tend to protect uncompetitive industries. As a temporary measure it may help - but in the end, when there is no pressure to compete - people don’t. Take the direct or indirect Gov support and live happily ever after.
