Interesting that this is a current letter and references "President Obama" right at the end as the go to guy here. Typo or Freudian.

That will be up to President Obama, the British Prime Minister, Ban-Ki-Moon at the UN, and, believe it or not, the people and prime minister of Turkey.

Given he calls out specific people in other countries it looks like truth.

At least as he sees it.
