Assuming bureaucracy was corrupt is less likely than bureaucracies are bureaucracies. Proper risk benefit analysis takes years. Vaccines did show improvement in death outcomes and hospitalization. So the authorities ran with the vaccine solution, till omicron showed clearly that vaccination does not prevent infectivity against certain strains.

It looks like the authorities resisted data release of mRNA vaccines. Maybe, they did not want the message mixed up, with all the anti-vax resistance our there. Definitely raises some suspicion about corruption too.
