Poland had some Mig-29s before the collapse of the Soviet Union. They got more from Germany (former East German Migs that Germany didn't want any more). Since they already had the aircraft, knew how to fly it, and had maintenance and operations set up for it, and since the planes were cheap, and at the time pretty new, it made some sense for Poland to buy them. They haven't received any more since 2004.
