It means exactly what it sounds like. ALMOST ZERO RISK!!!! Everything in life has some degree of risk. You risk your life every time you get in your car. Are you going to stop driving? We can lower ALL speed limits to 15 mph including superhighways and stop fatal traffic accidents! Does that make sense? Of course not. The downside would ultimately be worse than living with a certain amount of deaths. Same issue with Covid "vaccines" risk vs risk from Covid
