No he isn't. He hasn't even tried to take out basic needs infrastructure like we always do. The cities still have their cell phone service. They still have water, power and sewage treatment centers. He has left all of that intact so that the war would have as little effect as possible on the civilian population while attempting to get their military to surrender.

We took all of that out in Iraq during the first two weeks. Putin could easily do it in Ukraine if he wanted to.

You are very ignorant about the situation in Ukraine and what we did in Iraq
