Wrong. Gelsinger was in charge of Intel's Data Center Group, which included Xeon and Itanium. Gelsinger was in charge when Intel decided to adopt x86-64. By then, Intel's plans to "hIjAcK tHe mArKeT" with Itanium were ancient history.
Now, his plan is to advance four manufacturing nodes in three years. That is what he needs to do to catch up with TSMC.
