I've been saying this for 20 years, but it will never happen. Because the multinational corporations have both the DEMS and the GOP in their pocket.

And they want that cheap workforce, only way it happens is if automation becomes cheaper than the Chinese work force. It's slowly happening but will probably take another 15 years.
