It’s many, many years of bureaucratic busybodies running our FP establishment.
We have same problem in Canada. UK, European countries, have the problem equally badly, and EU in Brussels has it even worse.

And the poor Chinese have it worst of all - they have the CCP which has astronomical numbers of busybodies, at home and abroad, trying to run everything, everywhere, down to the last germ and virus.

The other item that always causes problems for JQA calibre statesmen is corruption - cf: the Bidens or Pelosis or McCains or the supernumeraries at Foggy Bottom and throughout the other three letter agencies and cabinets
