Ok. I'll have to reread it later. Those weak rules in New York, and wherever, need to move toward verified signatures or another token, or cross-identification (a utility bill or a test mailing from the SOE that doesn't bounce back, could work). And voting on Election Day or Primary Day.
Somebody must be working on it.

Vote by Mail, or voting by non-citizens seem like loopholes.
