Voting by non-citizens: This is a loophole exploited by people interested in increasing the voter rolls. The States usually have laws where non-citizens get treated equally. Driver's licenses, in Alaska - our Permanent Fund Dividend, etc. When progressives get these programs tied in with automatic voting registration, then people can inadvertently get signed up for voting. It may be legal even, if the locality they vote in accepts residents for voting who are not US citizens.

The problem lies in the increase to the voter rolls that do not distinguish between US and foreign citizens. The people, who may be legitimate State residents, should not be allowed to vote in federal elections if they are not US citizens. After the 2020 election, I can see that it isn't these people in this gray area of State voter registration who are the problem. A few of them may be, but it is probably not that many.

It is the people in charge or in the shadows who have access to these voter rolls. They can create phantom vote ballots using the name of these gray voters and known or suspected non-voters. They can do it immediately with electronic manipulation injected somewhere in the system, but for the backfill to cover their tracks, they have to know who voted on the rolls in order to create actual paper ballots in the name of those that they are certain, or almost certain did not vote.

The electronic manipulation has been discovered, as far as the IPs and data manipulated. The people doing it are still somewhat of a mystery. However, it is the people in charge of the voter rolls who are working in combination with the electronic manipulators who are the most exposed. Some of them are being called out - by name.

One of my biggest objections to RCV is the amount of time and the amount of machine calculations required to sort through the first round, second round, etc. That has to be announced in stages, so the roll-out is slow. The slow roll-out provides time for the back fill of paper ballots to cover the electronic manipulations. Once it is all backfilled, the only way to figure out what happened is to question the suspected non-voters to see if they actually did vote. And if they didn't, then how can anyone say who they didn't vote for in order to take their vote down? Their ballot has already been separated from the fake signature that was forged for them.

I don't think this would ever apply directly to a Presidential election vote, but if there is an RCV downballot race, having that may provide stalling time to get a Presidential vote backfilled.

We saw this stuff happening in Georgia with the ballots pulled from under the table. We know that the audits aren't turning much mis-counting up, so a standard recount is rather fruitless. My post here shows that certain NM State officials have been caught sharing voter roll poll books during crucial times when the cheaters need to know this information so that they can cheat without being discovered.
