Apparently following links is not your strong suit.
Apparently sticking to a consistent theme isn't yours.

"Nonviolent" ... meaning fomenting war was never a goal.

"Options" ... "could pursue" ... all clearly stating that the report is completely theoretical, not something that is already being practiced, much less anything that has proven to work.
...and Biden/Obama have followed it word for word.
Oh please, those guys couldn't even follow the directions on a shampoo bottle.

Their foreign policy is completely and 100% characterized by "leading from their behind."
