They had their security guarantee with the OSCE in the Minsk Agreement. It was in some ways better - Russia and NATO countries were aligned to guarantee the security of the Donbass. The OSCE includes Russia, the US, and most of Europe. Message 33759135

Only one side appears to have been negotiating in good faith on that agreement. The "lost citizens" were caught in the middle. Is Russia trying to make up for a previous mistake by the USSR?

Seems like a disingenuous request - NATO security guarantees - maybe a poison pill for the negotiations. (Quick, downplay it by putting it in parentheses.)

The Experts™ with a short attention span will allow The Retrogrades™ to make another cozy nest in Ukraine if that "guarantee" happens.

IMO, that request should be dropped. Contracts/Treaties can't be made with third parties making guarantees - at least not under duress. The British tried to do that with some of the American Indians in the War of 1812. Didn't work out so well for those Indians. When a few of them started up again with the Blackhawk War because they thought they'd gotten a raw deal, the result was gulags of Kansas and Oklahoma.

Incidentally, they did get a raw deal. The Retrogrades™ twisted the words of the peace treaty and used them as a means to divide and conquer. web.archive.org
