In the video you can clearly hear the cameraman shouting ‘Come on, come on, let’s start, I’m shooting,’ and the Chechen soldiers, looking into the camera, run to shoot at the destroyed house.
At least this answers my question about why Russia doesn't spam social media with propaganda videos of their own. Turns out it's harder than it seems. Kadyrov, a.k.a. The Cuck Wears Prada, is trying, at least.
