I'm old enough to remember the gas shortage crisis back in 1979. Stations closed. Out of fuel everywhere, unless you had "connections". More than once, I couldn't get to work back then because I couldn't find gas for my car. The SPR is for emergencies, which do not include Biden and the Dem's cratering poll numbers.
