His site is like a treasure hunt isn't it?
The distribution shows how oversold and overbought a security is in its sector. So, if it is -100% it is 100% oversold. +100% is 100% overbought.
This is useful to judge an equities particular risk in its own sector.
For instance, if the sector is over the 70% overbought area and has just reversed down, you would be concerned about those equities that are 100% overbought in that sector.
Reversely, if a sector reverses up from below the 30% oversold area, you would want to take a close look at those that had been oversold.
