I agree with you but why on earth would any civilized country obey any convention from a terrorist incursion?

This is not a normal war...

A quick solution would be to declare it illegal to be Russian or Russian ancestry and seize every penny of their assets everywhere in the world, the war would be over in 24 hours.

Knocking out the oligarchs will not hurt Russian soldiers feelings.
