I have never proposed it but I have thought about the ranking issue before. I think it would be a good idea to integrate the ranking system with the next button. Instead of simply hitting next you would choose among 3 to 5 next buttons which would judge the type and or quality of the message.
And I think we have to distinguish between quality and aproriateness of an message. A message could be very interesting but off topic. But probably this is too complicated to integrate it in a working ranking system.
