The Russians have a lot of nukes. Supposedly, they have a real tactical nuclear stock pile that the US does not have any longer. Supposedly, the Russians think that if they use "Tac nukes" the US won't reply with "Strategic Nukes." Plenty of room for mis calculation. The US thinks the Russians are too "Yellow" to use "Tactical" nukes, and the Russians think the US won't use really large "Strategic" nukes in response.

The Soviets had a "Samson Option." Samson brought the whole house down. The idea was, if there was a Nuclear War, you have to take out everybody. Not just the US and Europe but, say South America and Africa etc.

Example, take Brazil with about a 200 million plus population untouched post a nuclear war. It's now a dominate world power. The Soviets think "We gotta take them out so we're all on the same level in the recovery phase." One wonders what even a small nuke as a ground burst at the head waters of the Amazon would do.
