This mindset has been popular, like, forever. If countries felt that someone may become serious competition, the rule was to attack them… and take them down a notch or two or more. There is something deep in this, something instinctive, archetypal. Often, it doesn’t work, though.

I think for a continental nation like the US it might be best to have very strong defenses - and not use them. Just make it extremely unattractive for anyone to bother us. And - minimize foreign involvements. The alternative is to become a super - Sparta, with several enormous expeditionary forces.
