To compare Cuba with the situation in Ukraine is to compare apples to oranges.
It’s not the same, but in some ways very similar. A modern missile from Cuba could hit the U.S. in a matter of minutes. Back in 1963 missiles were slower, but we didn’t have such good defenses.

Then, why do they keep encircling Russia tighter every chance they have?

An army is an army. They’re never purely defensive — always “dual purpose”.

Anyway, the Russians don’t think that being worried about NATO is “absurd”

Many think that nato is a tool, serving the “One World” idea. Their behavior seems to be in favor of that.
