Yes, I believe Windows iTunes will keep track of the last played date and play count between PC and iPhone just like it used to do on a Mac. It's easy enough to test though, just play some songs on your iPhone, do an iTunes sync with the PC, then open iTunes and make sure the Last Played column is showing when viewing songs in Column Browser mode. Just do a sort by Last Played and look at the time that song was played.

This used to work on Macs before macOS Catalina when iTunes was used to sync with iOS devices, but it no longer does. Syncing is now controlled in the Finder and when syncing music, it doesn't update iTunes with last played dates or play counts.

I miss that feature because I created a smart playlist in iTunes to play songs I hadn't heard in the last three months on either my iMac or my iPhone. but it no longer tracks them between the two.
